WHEREAS Tim Dobbie’s work proposal, Appendix A, proposed to “establish an effective relationship between members of Council and senior staff” through interviews which would be “completely confidential”

AND WHEREAS the emails attached in Appendix B indicate that Dobbie’s report presented on 8 May, 2023 was designed to advantage the views of individual members of council, to dismiss a member or members of staff, and to conceal information from the public, and was written after disclosure of information from confidential interviews,

AND WHEREAS section 224 of the Municipal Act states that it is the role of council to ensure the accountability and transparency of the operations of the municipality, and to maintain the financial integrity of the municipality,

NOW THEREFORE BE IT RESOLVED THAT the council of the Municipality of Central Elgin immediately terminate its contract with Tim L. Dobbie Consulting Ltd.,

AND THAT no additional time or money be invested in post-report training sessions.
